This sample demonstrates 2 scenarios -
             a) How to specify a cookie mode SecureConverstaion so that a service can be restarted without affecting the client; and
             b) How to implement a custom security state encoder in cookie mode SecureConversation so that any one of the back end services in a web farm can service the same client session.
